"Get more 5-star reviews" is the most common piece of local SEO advice on the internet. So we checked whether it's actually what separates the top of the Google Map Pack from the middle of it - using live data, not assumptions.

We pulled real, public Google Maps search results for 6 service industries (HVAC, roofing, plumbing, locksmith, garage door, dentist) across 8 U.S. cities (Atlanta, Charlotte, Dallas, Houston, Las Vegas, Orlando, Phoenix, San Antonio) - 48 searches, 711 individual business listings, each with its position, star rating, review count and whether it had a website on file. Here's what actually separates position #1 from position #15.

Finding 1: Review count separates the top of the map pack. Star rating barely does.

Group the 711 listings into three tiers - top 3, positions 4-7, and positions 8-15 - and the review-count gap is stark:

The median top-3 business has 261 reviews - 3.5x more than the median business sitting at position 8-15 (75 reviews). Now look at star rating across the exact same tiers:

Those three bars are almost the same height on purpose - because the actual numbers are 4.78, 4.75 and 4.69. A gap of 0.09 stars between the top of the map pack and position 15. Nearly 1 in 5 businesses at positions 8-15 (18.5%) still carry a rating below 4.5 stars - so does a big chunk of the top 3 (9.8%). Star rating clears a bar (most local businesses are "good"), then stops discriminating. Review volume keeps climbing all the way to #1.

Finding 2: how many reviews you actually need varies enormously by industry

A plumber competing for the top 3 in our sample cities is up against a median of 901 reviews - 7.5x what a locksmith needs (119). If you're benchmarking "how many reviews do I need," the honest answer is "it depends which industry and which city," not a single number.

Finding 3: the review bar varies up to 10x by city, too

Median top-3 review count by city (same 6 industries pooled): Atlanta 105 · Houston 157 · Las Vegas 195 · Dallas 286.5 · San Antonio 288.5 · Phoenix 340.5 · Charlotte 597 · Orlando 1,054. That's a 10x range between the least and most review-saturated market we checked - Orlando's map pack is a fundamentally different competitive environment than Atlanta's, even for the same industries.

Finding 4: most top-3 listings do have a website - but it's not universal

6.3% of top-3 map-pack results (9 of 144) had no website listed on their Google Business Profile at all - Maps listing only. It's a minority, but it means a real website still isn't a hard requirement to rank near the top, at least not directly. The gap was uneven: zero missing websites among HVAC, roofing or dentist top-3 results, versus 3 of 24 (12.5%) each for plumbing, locksmith and garage door - the more emergency-intent, lower-consideration categories.

What this means if you're trying to move up

If your Google rating is already 4.5+ stars, more 5-star reviews on their own are unlikely to be what's holding your rank back - you've already cleared the bar the data shows separates tiers. What the data says actually tracks with position is review volume, and the volume needed is industry- and city-specific, not a universal number.
